摘要
通过构建高技术产业发展水平与集群水平评价指标体系,以《中国高技术产业统计年鉴——2011》的相关数据为基础,采用因子分析法对我国大陆地区31个省、市、自治区高技术产业发展水平与集群水平进行评价与对比分析,结果表明:我国各地区高技术产业发展水平与集群水平呈现出不均衡性,东西差距较明显;区域高技术产业发展水平与集群水平有较强的相关性,发展水平较高的高技术产业是与较高的集群水平分不开的,因此,高技术产业发展水平落后地区要通过市场机制和政策引导,促进各类要素资源向高技术企业、产业和园区集聚,提高产业集群水平,进而促进本地区高技术产业的发展。
Through the eoustruetion of the evaluation index s^tems of development level and cluster level in regional high technology industry, taking the related data of China Statistics Yearbook on High Technology Industry- 2011 as the foundation, this paper evaluates the development level and cluster level of high technology industry in China mainland 31 provinces, city and autonomous region using the method of factor analysis. The results show that the development level and cluster level of China's high technology industry presents unbal- anced. The gap between East and West is obvious. It also shows that there is a strong con'elation between development level and cluster level. Higher development level is inseparable from the higher cluster level. Therefore, the backward areas should promote the concentra- tion of various elements of resources on the high- tech enterprises and industrial park through market mechanism and policy guidance, to improve the development of high technology industry in the region.
