摘要
近年来,褐色土地受到政府、公众和开发商等利益主体的广泛关注,也日益受到学术界的重视.识别潜在褐色土地是褐色土地再利用的前提,也是深入研究的基础.文章在系统收集、分析相关资料和数据的基础上,建立潜在褐色土地识别体系.识别体系的构建基于两个框架:1)是从定性角度出发,收集和分析资料,对相关人员进行采访,初步判断所选地块是否为褐色土地.2)是从定量角度分析,对疑似污染的地块进行采样检测,鉴定污染物的种类和污染的程度,确定其是否为褐色土地.最后,文章以福州某电化股份有限公司原所在地块为研究案例,验证识别体系的实践可行性.
In China, brownfield redevelopment has attracted great attention of the local, the government, the public,the developers as well as academic researchers. As the identification of potential brownfields is the basis for further research, this paper establishs the methodology of brownfield identification by analyzing the collected data and information. The methodology is devised based on two frameworks, the first framework would identify potential brownfields from the qualitative perspective through three steps: ( 1 ) choosing suspicious site; (2) collecting and analyzing data; (3) interviewing relevant personnel. The second framework would inspect the soil samples taken from the suspicious site to determine the types of pollutants and the degree of pollution quantitatively. Finally, the identification methodology is exemplified with the case study of Fuzhou electrochemical factory site.
