摘要
城市交通是碳排放的主要途径,发展低碳交通已成为世界各国关注的焦点。文章通过对近十年来天津交通碳排放状况的分析,提出了城市人口的快速增长,公共交通利用率较低,道路网络系统不健全以及私家车保有量不断增长是天津交通低碳发展所面临的最大挑战。因此,天津构建低碳交通体系首先应合理规划城市空间布局以有效调控交通需求结构,然后是大力发展城市公共交通优化交通出行结构,还有就是建立一系列法律法规完善城市交通管理结构。此外,政府还应通过对新技术新能源的开发与应用来调整城市交通的能源结构,以减少城市交通化石能源的消耗。
Urban transportation is the main way of carbon emission, development of low-carbon transportation has become the focus of the countries all over the world. This paper analyses the current condition of carbon emission of Tianjin transportation, and puts forward that the rapid growth of urban population, low utilization rate of public transportation, defective road network system and growing number of private car are the biggest challenges. Therefore, in order to construct low-carbon transportation system, Tianjin should design the layoff of urban space reasonably to control the demand of transportation effectively first, develop urban public transportation to optimize the urban traffic structure second, establish a series of laws and regulations to improve the urban traffic management level. In addition government should develop and apply new technology and new energy to adjust the energy structure of urban transportation to reduce urban transportation energy consumption at last.
