摘要
为监测区域内多座尾矿库的安全隐患点,且对区域尾矿库溃坝灾害事故预警,提出一个基于三维GIS的尾矿库监测预警系统技术方案。该方案基于空间信息网络访问模式,采用3S技术和分布式网络数据组织服务搭建监测预警系统,并以监测预警系统为核心设计县、乡、矿区管理中心、村级群策群防联动机制支撑的安全监测预警平台。结果表明:技术方案可行,系统实现了管辖区域的多座尾矿库内监测点高效统一监测以及位移、浸润、库水位和水情异常的预警。安全监测预警系统响应时间小于5 s,预警误报率不大于7%。
For the sake of ensuring tailing ponds in a region operate in safety, a three-dimensional GIS- based technical scheme was worked out for designing and setting up a monitoring and early warning system for them. A monitoring and early warning system was designed and set up according to the scheme. The system was applied to five tailing ponds in a certain county in Luoyang, Henan. The results show that the systemg response time is less than 5 seconds, and its error rate in early warning is not greater than 7%.
