摘要
科学数据的开放共享是实现知识增长的重要途径,一般以公益性和商业化两种模式运行。为了保障开放共享的效果,国内外20余个组织相继制定或实施了30余条政策、法规和制度,同时,信息技术的演变更新为科学数据开放共享提供了技术平台,图书馆、科技信息研究院所以及第三方机构为数据共享提供了组织和服务保障,建立数据质量控制和评估体系,设立数据管理教育和培训项目并完善数据共享法规的顶层设计,是优化科学数据开放共享的主要策略。参考文献23。
Opening and sharing Scientific data is an important way to achieve growth of knowledge. Generally, it is running in the public and commercialization modes. In order to guarantee the effects of opening and sharing scientific data, more than 20 organizations at home and abroad have enacted or implemented more than 30 policies, regulations and institutions. At the same time, the evolution of information technology provides technology platforms for opening and sharing scientific data, while libraries, institutes of science and technology information and the third agencies provide organizational and service support. Establishing data quality control and evaluation system, setting up data management educational and training projects, and improving top-level design of data sharing regulations are the main optimization strategies for opening and sharing scientific data.
