摘要
实现土地信息共享是"数字国土"向"智慧国土"转变的必然要求,了解公众需求是实现信息共享的前提和基础。本文采用问卷调查、公众访谈和统计分析相结合的方法,获取了首都土地利用信息公众需求状况,得出结论:土地利用总体规划、土地利用现状、土地权属信息、基本农田保护规划、地理背景、土地评价信息、土地储备规划、土地整治规划和各类管理数据的信息总体需求度依次降低。在此基础上,提出了提高信息需求调查广度和深度、构建土地利用信息一站式服务平台、提供深度信息共享服务等建议。
The realization of land information sharing is the inevitable requirement of the conversion from service for government to the public-oriented service. To make clear the public demand is the premise and basic work of information sharing. This paper uses the method of integrating questionnaire, interview and statistical analysis to obtain the public demand condition of land use information of Beijing and concludes that the first demand for land use information is the overall land-use planning, followed by the present situation of land use, information of land ownership, basic farmland protection planning, geographic background, information of land evaluation, land reserve planning, land reclamation planning and types of management data. On this basis, the paper suggests expanding the scope and depth of information demand survey, building the platform of land use information service and providing service of information sharing.
