摘要
新右派是20世纪60、70年代主要在英国形成并在80年代发生重大影响的一个学术和思想流派。作为对战后国家干预活动的反动,该流派提出了自己的福利发展、福利目的和福利功能观,其观点构成撒切尔夫人所谓的政治经济改革的思想基础。新右派认为福利国家是英国许多社会经济和道德问题的根源,并对战后特别是60年代末以来的英国经济和福利重建的失败提供了解释。但它的福利观建立在抽象个人主义基础上,它关于福利国家的社会和经济影响的论述以及对国家与政府相互关系的分析等存在明显的缺陷。
The New Right originated in the 1960s and 1970s and exerted its great influence in the 1980s as an academic school and a school of thought. In opposition to intervention of post-War countries, the school put forward its views of welfare development, the purpose of welfare and its function, and such ideas laid the ideological foundation of the political and economic reforms of Mrs. Thatcher. The New Right thought that the welfare state system is the root of many socioeconomic and moral problems in Britain, and attempted to explain the failure of British economy and welfare reconstruction since the late 1960s. However, its idea of welfare was grounded in abstract individualism, and conspicuous defects existed in its views of the socioeconomic influence of the welfare state, and in its analysis of the relationship between state and government.
