摘要
构建基础研究类科技人才评价体系对引导和推进该类人才的培养和发展、促进国家科技创新具有重要意义。分析了基础研究类创新型科技人才的概念和特征;基于创新型科技人才评价冰山模型以及基础科学研究的本质特征,进一步采用因子分析法对创新知识、创新技能、影响力、创新能力、创新动机和管理能力等一级指标框架下的基础研究类创新型科技人才的二级和三级评价指标体系进行了构建,尤其强调了对创新个体潜在能力的评价。
It's very important to build up the evaluation system for scientific and technical(S&T) talents in basic science research field to guide talent training and development, and to promote national technology innovation. The concepts and features of the S&T talents in basic research field were analyzed. Based on the iceberg evaluation model of S&T talents and study regular pattern of basic sci- ence, the two and three-dimensional evaluation index system under the one-dimensional evaluation framework of innovative talents in- cluding innovative knowledge, innovative skills, influence, innovation capacity, innovation motivation and management capabilities was constructed by using factor analysis. The evaluation of potential innovation ability was particular emphasized.
