为更好地促进城乡要素的合理配置与自由流动,构建新型城乡关系,引导乡村发展,共享改革成果,安徽省委省政府决定实施美好乡村建设,为实现"生态宜居村庄美、兴业富民生活美、文明和谐乡风美"的总体目标,编制安徽省美好乡村规划(2012—2020年)。立足于安徽省乡村发展特征,构建省域层面美好乡村规划编制体系,统筹美好乡村建设布局,指引美好乡村建设,形成了包括安徽省美好乡村建设规划(2012—2020年)、安徽省村庄布点规划导则(试行)、安徽省美好乡村建设标准(试行)在内的安徽省美好乡村规划成果。
In order to better facilitate the rational appropriation and free movement of urban and rural elements, and to formulate a new mode of town-country relationship that would champion the development of the rural area, and to bring in a more just mechanism of sharing the fruits of the Reform, the Anhui provincial government takes the mandate to construct the Beautiful Countryside. The general aim could be summed up as ‘building ecological and livable in the villages, promoting industrial and prosperous lifestyles, and nurturing civilized and harmonious vernacular ethos’. To this end, the Beautiful Countryside Planning Scheme （2012-2020） drafted and implemented. This planning scheme is deeply rooted in the characteristics of rural development of the province, upon which it generates a framework for a provincial level compiling directory for the Beautiful Countryside projects. In practice, it coordinates the layout of Beautiful Countryside construction projects, and it acts as the de facto handbook for the construction of the Beautiful Countryside sites. Aside from material achievements, it has also produced a series of documents including the Anhui Provincial Beautiful Countryside Construction Plan （2012-2020）, Guidelines for Village Location Planning of Anhui Province （trial version）, Anhui Provincial Standards for Beautiful Countryside Constructions （trial version）, etc.
