摘要
工作分解结构法(WBS)作为工程项目管理中的重要方法,广泛应用于工程项目管理中。针对水利工程繁复的特点,在工作分解结构法基础上建立了工作分解结构-风险分解结构法(WBS-RBS)对水利工程全过程管理进行风险识别。同时将WBS-RBS矩阵与不同的管理方任务矩阵相结合,明确体现了风险因素的责任方,从而对水利工程全过程中可能出现的风险达到有效的控制。WBS-RBS法相较于传统方法,详细地对整个水利工程的生命周期进行风险识别,同时能够确认风险责任人。这样就能够使参与各方对危险因素进行防御,从而保证水利工程优质优量的完成。
Work breakdown structure as an important method is widely applied in the project management of engineering. According to the characteristics of complicated hydraulic engineering, work breakdown structure and risk breakdown structure based on work breakdown structure is carried out in the whole process of management in the risk identification of water conservancy projects. Mean- while, WBS-RBS matrix and matrix combining different management tasks, explicit responsibility reflects risk factors, which may a- rise during the whole process of water conservancy projects to achieve the effective control of risks. Compared with traditional meth- ods, WBS-RBS can work on the risk identification of the whole water conservancy projects and at the same time be able to confirm the responsible person, which can avoid risks appearing at its roots. Defenses for risk factors are made according to risk levels to ensure the completion of hydraulic engineering with high-quality and high quantity.
