摘要
因资源稀缺性约束和公共事务多目标竞争,职业安全管制须讲究成本和收益,而管制收益与人的生命价值评估有关。国际理论界已有两种成熟的估算生命价值的方法,即人力资本法和支付意愿法,并分别在不同领域里运用。文章运用这两种方法,分别对中国煤炭行业的工人生命价值展开了研究,人力资本法估算的工人生命价值为435.75万元。支付意愿法表明,按WTP与wTA七倍值计算,WTP下的工人生命价值为582.38万元,而WTP下的95%的置信区间为525.02—690.95万元。综合得到的结论是:中国煤炭行业工人支付意愿下的生命价值合理区间为400~600万元。
Occupation safety control should pay attention to cost and benefit due to the constraints of resource scarcity and the multi -objective competition of public affairs. However, control benefit is closely related with the value of human life evaluation. There are two kinds of mature ways to evaluate life value in international theoretical field based on human capital and willingness to pay, and they are used in different fields. The paper studies workers' life value in the coal industry of China by using the two methods respectively, and workers' life value is 4. 3575 million based on the method of human capital. The willingness to pay method shows that based on the seven times value of WTP and WTA, workers' life value is 5. 8238 million, and 95% of the confidence interval of WTP is from 5. 2502 million to 6. 9095 million. The conclusion in general is : the reasonable interval of workers' life value in the coal industry of China under willingness to pay ranges from 4 million to 6 million.
