摘要
针对城市化操作过程中出现的问题,本文从"人地关系"理论出发,提出新型城镇化本质上应强调城乡协调,全面整合城乡聚落体系,使大小不同、功能不同的各类聚落,形成统一和谐的整体;除了大、中、小城市及村镇协调发展之外,还应考虑景观城镇化与人口城镇化相协调,居住城镇化与公共服务城镇化相协调,有型的城镇化与无形的城镇文化相协调;在城镇化的进程中,政府作用应与市场作用协调,其中市场推动是主要的动力,政府只能根据市场规律,顺势而为,恰当助推;城镇化实施中,要注意上下协调,首先预测区域未来的人口发展趋势和城乡格局,再根据城乡聚落等级、规模结构和空间结构,规划每个聚落的区位及发展规模。
After examining the problems in the operation process of urbanization, this paper, based on the ＂man-land relationship＂ theory, proposes that new-form urbanization should emphasize the coordination of urban and rural areas, integrates the urban and rural settlement systems, and combines the settlements of different sizes and different functions to form a unified and harmonious entirety. In addition to the coordinating development between the various city, town and village, new-form urbanization should also consider the coordination between landscape urbanization and population urbanization, the coorderation between residential urbanization and public service accessibility, and the coorderation between visible urbanization and invisible urban culture. In the process of urbanization, the role of government should be coordinated with the role of the market force. Market is the main power, and government can only promote the process of urbanization according to market law. In the pocess of urbanization implementation, attention should be paid to the coordination between upper level and lower level. Firstly, relevant authorities should project the change trend of regional population and urban-rual structure in the future. Secondly, a hierarchy of urban and rural settlements can be used to find out scale structure and spatial structure, further determining location and development scale of each settlement.
