摘要
为了预测省级灭火救援指挥平台项目实施过程中的不确定性因素,对整个项目进行了风险识别与评估。基于对省级灭火救援指挥平台项目的实地调研,归纳出影响项目成功执行的主要风险因素,构建了以技术风险、资源获取风险、实施过程风险和适应风险四个维度的风险评价体系。运用模糊综合评价方法,构造了基于模糊综合评价方法的项目风险测评模型,评估出该项目整体处于"风险一般"等级。
In order to predict the uncertainty factors of the provincial fire-fighting and rescue command platform in the process of the project,this paper deals with the risk identification and evaluation of the whole project.Based on the field research on provincial fire-fighting and rescue command platform projects,we identified the main risk factors affecting the successful execution of project,building to the risk evaluation system on the four dimensions of the technology risk,the risk of resource acquisition,implementation risk and the adaptive risk.Using fuzzy comprehensive evaluation method,we construct the project risk assessment model based on the fuzzy comprehensive evaluation method,and finally evaluate the level of the whole project is in the ＂general risk＂.
