摘要
洞庭湖区是我国生物灾害发生较为严重的地方之一。从调研来看,目前洞庭湖区地方政府在生物灾害防治方面已经取得了一定成就,如灾害预警机制初步建成、减灾救灾机制逐步完善、灾害善后工作较为合理。但是在灾害防治基础条件、防治技术水平和防治制度建设等还存在诸多问题,需要进一步加强灾害防治预案体系建设,健全灾害信息发布制度,完善全民互动救灾体系,推进灾害防治法制建设进程。
The Donting lake area is one of the most serious biohazard places in China. According to our research,local government has made some achievements in biohazard prevention of Donting lake area at present, including preliminary establishment of disaster warning mechanism ,progressive elaboration of disaster reduction and relief mechanism and rea- sonable arrangement of disaster aftermath. Several problems also exist in foundations, techniques and system construction of disaster prevention. Therefore,it needs to strengthen the system construction of disaster prevention plan, to improve disaster information release system, to complete interactive disaster relief system and to advance legal construction of disaster prevention.
