摘要
本文认为完善地方金融管理体制的方向是构建以省级政府和中央政府各为主体的双层金融管理体制。地方金融管理的边界是在省辖行政区域内依法注册成立、主要服务于当地经济发展的金融机构。提出作为地方金融管理主体的省级政府应履行对地方金融机构的依法管理职能、金融监管职能和行业管理职能,并结合当前履职实践中存在的问题,认为应构建省级金融办公室、省级金融监管局、省级金融协会的履职组织架构,形成分工合理、制衡有效的履职格局,提高履职效率。建立以省级政府为出资主体的金融风险处置基金和地方金融管理成效的考评制度,形成双层权责制衡机制,以促进省级政府正确履行管理职责,推动实现地方经济与地方金融机构的共赢发展,有效维护好地方金融稳定。
This paper holds an idea that the improving direction for the local financial management system is to construct the double financial management system with the provincial government and the central government as the different main bodies.The boundary of local financial man-agement is the financial institutions that are registered accordingly to law in the provincial administrative area and mainly serve for the local eco-nomic development.The provincial government as the main body of local financial management should perform the function of management by law,financial supervision and industry management on the local financial institutions.Combined with the existing problems in the current resumption practice,the article suggest that we should construct the resumption organizational structure,including the provincial financial office,provincial fi-nancial supervision bureau,and the provincial finance association,as well as build the resumption pattern with rational division and effective bal-ances,so as to improve the efficiency of resumption.And we also should establish the financial risk disposal fund that the provincial government is the main capital contributor,formulate the evaluation system for the local financial management performance,and form balance mechanism of rights and liabilities,in order to promote the provincial government to perform management responsibilities,and promote the realization of win-win devel-opment for the local economy and local financial institutions.
