摘要
了解并利用好跨国管道边境交接计量有关标准是跨国管道项目合作成功的关键。系统地梳理国内外有关原油交接计量、取样及检验的标准,选取中国国家GB标准、国际标准化组织ISO标准、美国石油学会API标准及前苏联国家GOST标准,重点对所选取标准中有关原油动态计量的关键指标进行对比,找出差异并进行分析,提出海外管道项目选用标准的技术建议。研究成果可作为建立海外原油管道跨境计量交接模式的技术储备,以指导跨国原油管道的前期谈判、设计、建设和运行管理。
It is one of the crucial factors for a successful cooperation of transnational pipeline project to know and utilize well the relevant standards of transnational pipeline border transfer metering.This paper summarizes the domestic and international standards relevant to crude oil transfer metering,sampling and testing systematically.It selects the Chinese national GB standards,the International Standard Organized(ISO)standards,the American Petroleum Institute(API)standards and the former Soviet Union GOST standards.And the paper focuses on the comparison of the key index related to crude oil dynamic measuring,finds out the differences and makes an analysis.Then it brings forward the technical proposals for the selecting standards of overseas pipeline project.The study results can be used as the technical storage for the establishment of transnational petroleum pipeline cross-border metering mode to guide the preliminary negotiations,design,construction and operation management of transnational oil pipelines.
