摘要
高校绩效工资改革要实现的最重要功能是"激励",激励功能细分为"整体激励"、"个体激励",实现激励功能的保障措施有简政放权、规范权力运行、民主决策等。实现激励功能的挑战有高校领导素质高低、调查研究是否细致、方案设计是否可行等。
The most important function of the performance salary reform is its incentive function, which is subdivided into entire incentive and individual incentive. The measures which can guarantee the realization of incentive function are decentralization, regulating the operation of power, democratic decision - making and so on. The challenge to the realization of incentive function is the leadership quality, the feasibility of scheme design and meticulousness of the investigation.
