摘要
采用文献边界分析的方法,形成问题系统并进行边界分析。从问题视角出发,指出解决问题的思路包括需完善应急监测机制和预警机制,明确应急处置的主导等。研究视角出发,指出应急处置的研究需与实践者紧密配合,考虑研究设计的合理性和策略措施的可操作性等。
This article adopted the method of literature boundary analysis to conclude the problems system and take the problems boundary analysis. From the view of problems, explored the method to solve the problems including improvement of the emergency and monitoring mechanism, confirming the leading of emergencies. From the view of study, discussed the studies of emergencies should cooperate with handlers, and considered the reasonability of design and the operability of strategies.
