摘要
据对浙江、河北、四川三省15县(市、区)的调查,当前农村教师薪酬存在酬额相对偏低、差异依然较大、构成不够科学、分配不够合理等问题,没有充分体现农村教师任教的农村性和均衡性,缺乏足够激发农村教师任教的积极性和长期性,致使部分农村教师产生离农脱教、消极无为的思想和行为。为此,应确立以中央和省级地方财政为主的农村教师薪酬管理体制;核定农村教师工薪基数标准及其发放保障承载主体;单独列支农村教师任教津贴,增加并有效规范任教津贴、班主任津贴、交通补贴。
According to the survey on rural teachers" salary in 15 counties (cities, and districts) from Zhejiang, Hebei and Sichuan. It is found that, at present, there still exist many problems on the rural teachers" salary in China as follows. The salary of rural teachers is lower, the gap of the salary among different places is larger, and the constitution and the allocation of salary are unreasonable, which cannot make the rural teachers exert themselves into teaching and motivate their enthusiasm in teaching. In order to solve these problems, we should establish an effective management system of salary that gives priority to central government budget and provincial budget. We also should check and ratify the amount and constitution of the rural teachers" income, put the work-in-rnral-area subsidy be separately listed and arranged by the provincial finance, then increase and effectively regulate the amount of the work-in-rnral-area subsidy, the administer-for-the-class subsidy, and the traffic subsidy for the rnral teachers.
