摘要
农村劳动力转移所造成的留守农民问题,已经成为我国农村现代化进程中不可忽视的问题。留守农民老龄化、儿童化、妇女化、低素质化已经严重影响农业持续、稳定、健康发展,农村养老、儿童教育、妇女关怀等成为迫切需要解决的问题。政府应在农村医疗、养老、教育等方面提供更加完善的社会化保障体系,完善农村急需的基础设施建设,继续出台各种支农惠农政策,改善干群关系,充分发挥基层政府和村级组织的作用,保障留守农民基本权益,有效实现城乡一体化发展。
The left-behind farmer caused by labors＆#39; transferring has become a problem that can not be ignored in the process of rural modernization in China. The farmer aging, children, women, low quality has seriously affected agricultural sustainable, stable and healthy development. Supporting problem, children＆#39;s education, women＆#39;s care has become an urgent problem to be solved. The government should provide the more perfect social security system in rural medical care, elderly dependents, education and so on, improve the rural infrastructure, formulate the policies of supporting agriculture and benefiting farmers, improve the relationship between cadres and the masses, give full play to the grass-roots government and village organizations, protect the basic rights, realize the integration of urban and rural.
