摘要
依托政府机关门户网站、中国知网等互联网资源,对2000-2012年山东省省直部门以上发布的关于科技创新的政策文件进行了检索与筛选,运用文献计量学方法,对政策文件的发布时间、制定部门及内容进行了统计分析。系统归纳了山东省科技创新政策设计现状,结合科技创新政策设计理论,构建了区域科技创新政策设计的理论框架,并讨论了相应的实施要点。
Relying on government website, the CNKI and other Internet resources, Science and technology innovation poli- cy departments of Shandong province are searched and screened for 13 years （2000~2012）, and the periods, departments and contents of files are statistically analyzed by using the method of literature metrology, the present status of Shandong science and technology innovation policy designing practice is summarized. Finally, combining with technological innova-- tion policy design theory, the theoretical framework of the regional scientific and technological innovation policy design is constructed, then the implementation of key points are discussed.
