摘要
食品安全监管是保障食品安全的重要措施。近阶段一系列食品安全事件表明,当前我国食品安全监管模式在实际运作中还存在一些亟待解决的问题。通过对香港、澳门及日本、美国、欧盟等国家的食品安全监管体系进行分析,获得这些地区及国家的共同特点,借鉴这些地区和国家食品安全监管的成功经验,分析我国食品安全监管模式存在的问题与发展方向。食品安全的监管力度尚不够,为此应充分注重源头管理,调整现有监管职能、逐步实现整体性治理,强调风险评估和风险管理分离的原则,建立食品安全事件的快速预警系统,加大食品安全监管力度、完善食品安全监管行政执法与刑事司法衔接机制等方面来增强对食品生产的安全监管。
The food safety supervision is the significant measure to ensure food safety. Recently a series of food safety incidents show that there are still some problems to be solved in practice of food safety supervision model in our country. With the analysis of food safety supervision system in Hong Kong, Macao, Japan, America and the European Union, we get the common characteristics of these regions and countries,draw the lessons of successful experience of food safety supervision in these regions and countries,ana?lyze the existing problem and development direction of food safety supervision model in our country. The food safety superintendency strength is still not enough, we should pay sufficient attention to source management, adjust the existing supervision functions, gradually achieve the holistic governance, put an emphasis on the principle of separation of risk assessment and risk management, establish the food safety incident quick warning system, intensify the food safety superintendency strength, perfect the cohesion mechanism of food safety supervision administrative enforcement and criminal justice to strengthen the safety supervision of food pro?duction.
