摘要
在回顾我国水利科技发展历程的同时，概述了我国水环境和生态保护存在的问题，提出 21 世纪初应优先发展和研究解决的水环境与生态保护领域，即：大力开展水环境信息收集处理相关问题的研究；做好水资源开发利用对水环境及生态影响研究；加强水污染分析控制及防治对策研究；深化流域及区域的水资源保护及其管理，以及强化生态保护研究． 通过这些水环境与生态问题的研究，使我国的水环境与生态保护事业逐步走上与国民经济协调发展的道路，以适应我国 21 世纪的国民经济腾飞．
： The problems of water environment and ecological protection were summarized by reviewing the development of science of water resources． The fields of water environment and ecological protection which will be studied and developed in the beginning of 21st Century should be put forward． The fields include： to study on collection and processing for information of water environment and its relate problems； to carried out the studies of development and utilization of water resources on the effect of water environment and ecological system； to enhance water pollution control and its countermeasures study； to deepen the protection and management of water resources of watershed and regions； to strengthen the studies of eco-environmental protection in the system of water conservancy． It makes the harmonizing development of sciences of water environment and ecological protection with national economic development by studying of water environment and ecological protection．
