摘要
我国目前的赤潮应急工作中,没有充分重视应急监测分级的重要性,赤潮不论发生规模大小、损害程度轻重,均采取单一的监测方式和监测内容,监测方案也基本是临时制定,存在诸多弊端和问题。为此,本文以大连市所辖海域为例,以国家、省、市各级赤潮应急预案中赤潮灾害分级为主要依据,综合分析赤潮灾变等级和灾度等级的分级规律,并结合大连市所辖海域属地化特征和赤潮发生历史情况,筛选出合适的判别指标,确定指标分级标准值,从而构建相应的赤潮灾害应急监测等级判别指标体系,对大连市所辖海域发生赤潮后所开展的应急监测工作进行等级判别,旨在能够针对不同危害程度的赤潮采取更为具体、适用的应急监测工作,避免灾害调查数据资料的不足和不必要的人力物力浪费。
This article provide a case of sea area governed by Dalian. Based on the grades of red tides refined by emergency plans of governments at all levels,the comprehensive analysis of grading rules of hazard change and hazard degree of red tides was done. Through the combination of the analysis results and the features of sea area governed by Dalian and the history of happened red tides,suitable indicators are selected and their standard values are determined. Then the indicators system of emergency monitoring grading for red tides is created,which can be applied to judge the grades of emergency monitoring after red tides happened on the sea area governed by Dalian. The aim of the above work is to assign detailed and suitable emergency monitoring tasks for red tides of different hazard ratings,as a result, the deficiency of information is avoided and unnecessary manpower and materials are saved.
