摘要
猪肉质量安全是我国食品安全问题的缩影,畜牧、商务、质监、工商和食药监等部门在不同环节和领域承担监管职能。在现实中,理应分段把关的监管体制,异化为层层失守的"软监管"困局。通过引入监管政治学分析框架,发现静态的一次性发证和验证手段无力应对动态的分环节质量安全风险。监管部门只是在其职能范围内维持"大事不出、中事不多、小事不断"的低水平均衡状态,并热衷于"运动式"专项整治。在整个链条中,畜牧部门不想管、商务部门无力管、其他部门不会管,政策缺乏一致性,呈现出监管意愿、能力和行为的结构性缺失。要提升监管绩效,可利用本轮机构改革契机,完善源头治理、日常监管和应急处置相结合的手段,将分段监管链条转变为立体治理体系。
Pork quality is a typical food safety issue in China, and various regulatory agencies are responsible for different aspects of oversight. An interesting question is, why does an ideal multiple - stage regulatory system turn out to be a soft regulation dilemma? After introducing the framework of regulatory political theory, this pa- per discovers there is a contradiction between static regulation action and dynamic quality risk. Regulatory agen- cies are in favor of low - level equilibrium and "campaign style" enforcement. Regulatory policies are not consistent with each other, which leads to a structural failure of the administrative scheme. In order to enhance performance, it is necessary to shift from a multiple - stage system to a three - dimensional system of governance.
