摘要
文章指出，保护和改善生态环境是西部大开发的重中之重，为了卓有成效地实施西部大开发战略，必须将主观愿望和客观实际相结合。认真思考，树立新的开发观和新的资源观；处理好经济增长与可持续发展、开发与保护、政府与市场等关系，真正使西部大开发起到推动国民经济持续增长、促进各地区协调发展、加强民族团结、巩固边防的作用。
The article stated that protecting and improving ecological environment is the most important in carrying out western development project. We must connect our subjective desires with objective reality, carefully coordinate the relationship between economic growth and continuous development, between exploitation and protection, between government and market, and so on, so that the western development would really promote continuous economic growth and coordinated development of different regions, enhance the unity of different nationalities and strengthen our border.
