摘要
煤电价格联动机制没有解决煤电价格的螺旋上涨和火电企业的巨额亏损,主要是因为"市场煤"、"计划电"这种部分规制导致了煤电联动价格机制(规制)的失效,煤电产业链整体规制能够合理制定价格、分配产业链利益、克服无序开采,纵向一体化能够提高消费者剩余、优化资源配置,寻找替代能源才是解决煤电困境的长远对策。
Coal - Electricity pricing linkage mechanism can not solve the spiral rising of coal - electricity prices and huge losses of thermal power enterprises, the main reason is that part rules and regulations of ＂ the market coal＂ and ＂ Plan electricity＂ has led to the failure of coal- electricity pricing linkage mechanism （ regulation）, the regulation of coal - electricity industry chain as a whole is reasonable price making, indus- trial chain interests distribution to overcome the disorder mining, vertical integration can increase consumer surplus, optimizing the allocation of resources.
