摘要
我国已初步形成广泛多层协商民主格局,为推进协商民主制度化发展奠定了基础。但是,各层次协商民主制度化、规范化和程序化的程度亟待加强,协商民主主体还存在意识不强、地位不平等等诸多问题。推进协商民主广泛多层制度化发展,要激活现存制度体系中的协商政治存量,促进协商民主纵向连接、横向联动,并不断加强协商民主主体建设,增强社会的自组织能力。
The broad and multi-level pattern of deliberative democracy has come into being in China,laying a good foundation for its institutionalized development. However,there appear different problems. For example,institutionalization,standardization and procedure of deliberative democracy at all levels need further strengthening.The subjects have no strong consciousness of responsibilities and they have no equal status in society. So measures should be taken to promote the multi-layered and institutionalized development of deliberative democracy. For instance,the existing stock of political consultative system should be activated. Vertical connection and transverse linkage should be advanced in the deliberative democracy. The subjects cultivation should be further strengthened and the self-organizing ability of society should be enhanced.
