摘要
资源型地区的产业结构转型,应从本地区资源丰裕的比较优势出发,充分高效利用自然资源及其伴生资源,走循环经济的发展道路。破解资源型地区循环经济发展的问题,应着眼于地区经济特点,以主体产业为基础,建立循环经济发展的市场化机制,明晰政府角色,研发循环经济的支撑技术,倡导绿色消费。
The transformation of industrial structure in resource - oriented regions, this paper argues, should bebased on their comparative advantage of abundant raw materials with an aim of recycling economic development inwhich natural resources, together with those associated materials, are put to full and efficient use. Some workablesolutions to the problem of recycling economic development in resource - oriented regions are key points the presentpaper seeks to analyze, with the proposition that a market mechanism for recycling economic development with thecharacteristic of regional economy is established on the basis of main industry, and that a supporting technology ofrecycling economy is researched and developed and green consumption is advocated against a background of cleargovernment role.
