中层领导者在国企改革中的作用:一项多案例研究 被引量:4

Middle-level Leader's Role in the Reform of State-Owned Enterprises: A Multiple-Case Study

摘要 尽管针对领导和国企改革的研究较为丰富,但目前对于两者的情境结合仍然存在两大"黑箱"。一是对"上有政策,下有对策"现象的研究与解释不足;二是对中层领导者在国企改革中"承上启下"的机制观察与探索不足,未能充分展现其所起作用。本文采取多案例研究的方法,运用参与式观察、深度访谈等方式追踪了2010-2013年两家不同领域国企的4家绩效较好分支机构的主要中层领导者在改革过程中所起的作用。研究发现,中层领导者必须具备积极开明、认真负责的领导特质。从领导行为上看,中层领导者的沟通协调能力、业内资历经验、顾问权威影响和考核方式选择等对于国企改革能否顺利实施起着重要作用。 Although scholars have paid more attention on the reform of SOEs and leaders, there still have two "black boxes" in their combined situation currently. First, it has insufficient research and interpretation to "There' s always countermeasure to the policy" ; second, it has insufficient research and observation to the middle-level leaders' "Nexus" mechanism in the reform of SOEs. While, it is inadequate to fully display their role and influence in linking the preceding and the following of their work. The paper adopts a multi-case study approach, uses participant observation, interviews, etc. to track main middle-level leaders' role in the reform process who have got preferable performance in two different SOEs' four branches from 2010 to 2013. the study finds that middle-level leaders should have leadership traits with active, open, serious and responsible, Their leadership behaviors of communication skills, expert experience, authoritative consultant influence and selection of performance assessment have play an important role in the reform of SOEs.
