摘要
安徽省要积极融入泛长三角经济圈的发展,科技人力资源的优化配置非常重要。与泛长三角地区其他省市比较,安徽省科技人力资源配置总体规模不足;高学历、高层次科技人力资源匮乏;地区分布不均衡;创新能力有待进一步提高。为了解决这些问题,应做好人才战略规划;优化科技发展环境;充分发挥政府宏观调控作用;促进科技产出与成果转化,提高自主创新能力;完善科技人力资源管理制度,构建可持续激励措施等一系列优化配置途径。
To actively enter into the development of the Pan-Yangtze River Delta economic circle,it is very important for Anhui Province to optimize the allocation of human resources of science technology. Compared with other provinces in the Pan-Yangtze River Delta area,Anhui is found to be insufficient in the overall scale of human resource allocation of science and technology,deficient in highly educated,high-level scientific and technological human resources,uneven in regional distribution,and in great need to further improve its innovation capacity. In order to solve these problems,it is crucial for Anhui province to develop a series of optimization approach,to do well in the talent strategy planning,to optimize the environment for technology development,to give full play to the macroeconomic regulation and control of the government; to promote the output and transformation of science and technology,to improve the ability of independent innovation,to improve the human resource management system of science and technology,and to build sustainable incentives.
