摘要
土地整治是保障发展、保护耕地、统筹城乡土地配置、推动土地可持续利用的基础性措施,在"建设美丽中国,实现生态文明"中将发挥重要作用。文章剖析了我国土地整治科技创新实践及不足,阐述了土地整治科技创新体系建设的原则,在构建土地整治科技创新体系的整体架构的基础上,提出从政府做好主导者与服务者,完善"产学研一体化"机制,探索技术推广的有效途径,建立完善激励保障制度等方面来构建土地整治创新体系。
Land consolidation is a fundamental measure to maintain economic development, protect arable land, balance urban and rural land allocation and promote sustainable land use. It plays an important role in building a beautiful China and realizing ecological civilization. This article analyzes the scientific and technological innovation practice in land consolidation and its disadvantages and elaborates the principle to follow in building scientific and technological innovation system for land consolidation. Based on the overall framework, the article proposes measures to build a scientific and technological innovation system for land consolidation, including the government taking the lead and playing its due roles,improving the mechanism of integrating production, teaching and research, exploring effective ways for technology promotion and building sound incentive and safeguard systems.
