摘要
共同但有区别责任原则在国际环境法领域起到了很重要的作用。在空间碎片减缓领域,适用共同但有区别责任原则既有必要性,又有可行性。具体而言,在空间碎片减缓问题上,适用这一原则包括各国均负有减缓空间碎片的共同义务,应为各国设定必须遵循的最低减缓标准,应根据各国不同情况实行差别待遇,航天大国应在资金和技术上给予发展中国家以必要支持几方面含义。
The principle of common-but-differentiated responsibilities （ CBDR ） has played a very important role in the field of international environmental law .It is both necessary and feasible to apply the principle to address the is-sues of space debris mitigation .Specifically , in the field of space debris mitigation , application of this principle in-clude the following meanings：all countries have common obligations to mitigate space debris , a minimum mitigation standards must be followed by all countries , differential treatment should be implemented according to different na-tional circumstances , space powers should give developing countries the necessary financial and technical support .
