摘要
根据招投标活动的特点,介绍了资格审查的重要性,分析了资格预审和资格后审两种制度的特点以及可能产生的不利影响,提出了消除不利影响的措施。
According to characteristics of bidding activities, this paper was introduced the importance of qualification examination, and analyzed the characteristics of the two systems and adverse effects of pre-qualification and post qualification. Finally, the paper was put forward measures to eliminate adverse effects, and provided assistance for establishing standardized and orderly bidding market.
