摘要
评标是招投标制度的重要环节,评标方法的科学性、合理性直接影响评标结果。合理低价法是宁波地区近两年评标实践中逐步发展形成的一种评标方法,目前主要适用于建设工程施工招标项目,其主要内容包括技术标和商务标的评审。技术标评审一般采用打分通过制,而商务标评审需要对各投标单位的投标报价与评标衡量值进行比较,然后排序,从而决定中标候选人。合理低价评标法对于解决招投标市场中的围标、串通投标等非法行为发挥了积极的作用。
The reasonable low price method is generally used in bidding evaluation practice in Ningbo area in recent two years. It is presently suitable for bidding evaluation of construction projects, mainly on technology bid and business bid evaluation. Technology bid is evaluated by scoring, while in business evaluation, the tender offer of the bidding units and the bidding evaluation measure need to be compared, and then the tendering units are ac- cordingly sorted, thereby the bid winner candidates are determined. The reasonable low price bidding evaluation method plays a positive role tbr solving illegal behavior such as bidding rigging and bidding colluding in the bidding market.
