摘要
人防物资储备体系效能评估对于提高应急物资储备质量、保障突发事件应急处置和军事战争中的物资供给具有重要意义。针对人防物资储备体系效能评估中定性指标与定量指标相互转换的问题,利用云模型能够处理不确定性和模糊性因素的优势,提出了基于云模型的人防物资储备体系效能评估方法。建立了人防物资储备体系效能评价的指标体系,并进行了实例应用分析,建立了各指标的云模型及其加权综合云的重心表示,实现了人防物资储备体系能力的评估。仿真结果表明,提出的方法能较好地解决效能评估中定性语言到定量值之间的计算转化问题,可操作性强,评价结果客观,为人防物资储备体系效能正确评估提供了依据。
Effectiveness evaluation for people＇s air defense material reserves system is very important to increasing reserve quality of emergency materials and ensuring emergency materials supply during the emergency response and military war. Aiming at the problem about the transform from qualitative concepts to quantitative values, a method of effectiveness evaluation of people＇s air defense material reserves system was presented based on the cloud model with the advantage of dealing with uncertain and fuzzy behavior factors. Deliberated indexes system was constructed. With the basic of the cloud models of goals and gravity center expression of the weighted synthetic cloud, the evaluation result was obtained. The simulation example shows that the method is feasible and of strong operability to solve the transform between qualitative concepts and their quantitative expression.
