摘要
我国地方社会治理正面临着社会结构紧张、社会矛盾高发、新媒体快速发展和价值观多元化的严峻挑战。然而,长期以来我国地方政府传统的社会管理模式一直存在以刚性稳定、单向决策、行政管制、单一思维和运动式治理为特征的内在缺陷,忽视了现代社会治理中的动态调节、民主协商、法治手段、综合治理和制度变革。为此,我国地方政府必须从多个层面推进社会治理方式的转变:以"以人为本"的价值观为引领,创新社会治理的理念;以现代信息技术为支撑,构建社会治理的协同体系;以公民参与为突破口,建立民主协商机制;以改变干部的思维方式为切入点,创新社会治理的手段和方式;以透明化为着力点,强化社会治理方式转变的动力机制。
Our local social administration is facing with serious challenges such as intense social structure, frequent social conflicts, rapid development of new-media and diversified values. However, the long dominating traditional social administration of local governments has such inner defects as rigid stability, unilateral decision, administrational regulation, unilateral thoughts and "movement-type" administration. It neglects the dynamic adjustment, democratic consultation, legal administration means, comprehensive administration and systematic reform. Therefore, our local government should push the transition of social administration from multiple aspects: instruct the local government with people-oriented values; innovate the ideology of social administration; construct the cooperation system for social administration with the support of modern information technology; build democratic consultation mechanism with citizens' participation as the breakthrough; innovate means of social administration starting from changing government officials' thoughts; strengthen the motive mechanism for change of social administration means with focus on transparency.
