摘要
随着社会经济的快速发展,用水需求增加与水资源短缺、水资源污染之间的矛盾日益尖锐,使得水资源已经成为制约区域社会经济发展的瓶颈。2011年中央发布一号文件明确我国要实行最严格水资源管理制度,通过对用水总量、用水效率和纳污排污设定"红线"来优化水资源配置满足用水需求。在最新的理论制度研究视角下,将"三条红线"与水资源优化配置相结合,彼此优化完善,形成动态优化机制。以济宁市为研究对象,计算出现状年(2009年)水资源优化配置结果及供需平衡分析,诊断出缺水行业和缺水城市,并提出相应的对策和措施,以期更好的推行和落实最严格水资源管理制度。
With the rapid development of social economy,the conflict between the increasing water demand and water shortage and pollution has become increasingly acute,which render water resources to be a bottleneck of regional social and economic development.The central government issued the No.1 document that clears to carry out the strictest water resources management system in our country in 2011.In order to optimize water resources allocation and to meet water demand,the document sets"red lines"through gross water consumption,efficiency and assimilative capacity.Under the research perspectives of the latest theory,we combine the "three red lines"with optimization allocation of water resources and optimize each other to form the mechanism of dynamic optimization.Taking Jining city as an example,calculating the water resources optimal allocation results and the supply and demand results.Through analyzing and discussing the optimization results,we propose the corresponding countermeasures in order to better carry out and implement the strictest water management system.
