摘要 加强食品质量监督和管理力度,防止发生大规模人类流行疾病是目前食品安全议题研究的难点。因此,在食品安全保障体系构建中,科学有效地排查危险因素,杜绝污染源流入食品生产、制造和消费的诸多环节才是应有之举。具体而言,以人为本是食品质量管理原则和标准确定的核心,良好农业规范是预警体系的第一步,良好制造规范则作为第二步,在时机成熟时可直接适用高级预防措施,即危害分析关键点,从而切实做到"防大于治",将关系人民生命健康、社会稳定的食品安全放到所有工作的重中之重。 How to strengthen the effort in food quality supervision and management to prevent large-scale human epidemic diseases is a difficult point in the present study of food security issues. Therefore, we should find out and remove the dangerous factors scientifically and effectively and prevent pollution sources to enter food production, manufacturing and consumption links in the construction of food security guarantee system. Specifically speaking, we should set human-oriented food quality management principle as well as criteria. The first step for the precaution system is to set fine agricultural norm, and the next step is to set find manufacturing norm. When the time is ripe, we can take high-level precaution measure directly, which is known as HACCP(Hazard Analysis and Critical Control Point) so as to focus more on preventing the possible hazard than on addressing the hazard. That means we should attach primary importance to food security because it influences people's lives and health as well as social stability.
