摘要
人力资本匮乏是农村经济发展缓慢的主要因素,推进新农村建设的关键重在培养造就一大批有文化、懂技术、会经营的新型农民。以政府主导统摄农村人力资源开发全局,积极借鉴发达国家成功经验,着力构建多元化人力资源开发长效机制——农村基础教育、职业技术培训、创业培植、农村剩余劳动力转移、个体人力资本投资、创建学习型组织、创业培植、加强公共服务建设等多项内容整合为统一体,全面提升农民的综合素养。
Lack of human capital is the main hindrance of rural economy,so the new rural construction can not be realized without a large number of educated and skilled farmers.It is necessary to accelerate rural human resources development under governmental control,learn experience from developed countries,and build a multiple human resources development mechanism in terms of rural education,professional training,entrepreneurship training,transfer of rural surplus labor force,individual human capital investment,research organizations and public service.
