摘要
资源战略是近年来新兴的研究领域,本文初步探讨和总结了土地资源开发利用战略的一些基本理论问题,诸如土地资源战略的地位、土地资源战略分类体系、土地资源战略研究的基础、土地资源战略研究的内容体系（包括战略指导思想、战略计划、战略目标、战略步骤及战略措施）等,这对于促进资源战略研究理论和方法的逐渐完善,具有重要的意义。
Resources strategy is newly emerging studying field of late years. The author in the paper approachs preliminarily the basic theoretical problems of the strategy ofexploitation and utilization of land resources, such as the position of land resources strategy, classification system of land resources strategy, basis of land resources strategy, contents systems of land resources strategy (including the guiding idelogy of strategy, plan of strategy, objectives of strategy, procedures of strategy and measures of strategy. ) , etc.. This is of a important significance to promoting the gradual perfection of the theory and method of resources strategy.
