摘要
根据人力资本的自然属性和社会属性的特点 ,从政府、企业和个人三个不同层面剖析了人力资本投资的风险原因 ,最后分别从以上 3个层面提出了防范措施 ,以供政府、企业和个人进行政策决策和人力资本投资选择时借鉴和参考。
According to the trait of nature belonging and society belonging, the paper analyses the risk cause of human capital investment from three phases of government, enterprise and individual. Last, the paper puts forward to the prevention measure from three phases above. It offers government, enterprise and individual to consider when they decide or choose for human capital investment.
