摘要
国家工作人员的概念是随着时代发展呈现动态变化的，要从“从事公务”与“职务身份”两特征同时把握。通过从国家政治体制、经济体制的改革方向论证说明国家工作人员的概念只能是国家机关工作人员这一观点。
With the development of the times,the concept of state functionary is changeable.The two characteristics of 'being engaged in public affairs' and 'duty identification' should be grasped at the same time.From the reform direction of national political system and economic system,the author proves the point that the concept of state functionaries is only government officials.
