摘要
区域经济发展直接涉及交通运输的建设 ,两者的关系可以揭示出这样的规律 :当区域经济发展迟缓、乏力时 ,它对交通运输的需求和投入能力萎缩 ,表现为区域经济对交通运输发展的限制和阻碍 ;当区域经济蓬勃发展时 ,它对交通运输发展的需求迫切 ,投资积极性旺盛 ,但因交通运输发展本身的技术经济特点 ,不可能迅速显出效果 ,因而表现为交通运输发展滞后对区域经济发展的制约。福建这两者的关系即显示这种特点。它经历了从“严重制约”到“基本缓解”的巨大变化 ,但迄今交通的发展水平仍落后于区域经济发展水平。本文从这两者关系的理论认知、本省这两者关系历程的评价、存在的主要问题及协调决策建议诸方面 。
The development of regionl economy directly involves the establishment of communications -transportation. The inter relationship between the two of fhem works out according to such a rule: When region economy development makes slow progress,communications-transportion is restricted and impeded,because the requirement and investment capacity of communications-transportation is limited;when region economy development is springing up vigorously,its urgent reguirement and investment capacity is enlarged.But owing to its inborn techno-economic characterstics,traffic development can not possibly get instent results, thus region economy development is restricted by slow-developing traffic on the contrary.Such is the case in Fujian province.Since the implementation of the reform and opening,this inter-relation has gone from a seriously restricted situation to a basicallg relaxed one.Thats a tremendous progress. Unfortunately,up till now,the progress in communications-transportion still lags behind the progress in regional economic development.Starting from a theoretical realization of the interrelation between the two factors,this paper makes a further assessment of the interrelations,a probe into the outstanding problems and a suggestion on measures of coordination.
