摘要
生态环境和经济发展是矛盾统一体 ,它们之间相互制约、相互促进。中央在以生态环境的保护和建设为重要内容的西部大开发战略中 ,要求我们走可持续发展的道路。为了从源头解决西部开发的可持续发展问题 ,完善生态经济效益评价机制是西部开发的当务之急。
Eco environment conservation and economic development are the two sides of a contradiction which restricts and accelerates each other at the same time. In the west development campaign with eco environment conservation as the main component,central government demands the way of sustainable development. To fundamentally solve the problem of the sustainable development,perfecting the assessment of ecological and economic benefits is the urgent matter of the west development.
