摘要
中国共产党依法治国方略 ,历经 2 0年的思想演进。从重视民主和法制建设 ,规定党必须在宪法和法律范围内活动 ;经倡行政治体制改革 ,强调以法治代替人治 ;建立市场经济体制 ,以法治国到十五大最终确立了依法治国 ,建立社会主义法治国家的方略 ,从而实现了治国方略的重大转变。
CPC's strategy of administering the country by law has undergone ideological evolution in the past 20 years in the following order:attaching importance to construction of democracy and legal system;confining CPC's functioning within the range of constitution and law;reforming political system and emphasizing administration by law rather than by man;setting up the system of market economy and administering the country by law;at the 15 th National Conress,the strategy of administering the country by law was established,and consequently,a dramatic transformation in the strategy of administering the country is achieved.
