摘要
提出了电力库联营情况下水电竞争上网的方式和定价方法。水电仅通过申报日上网电量与容量参与竞争上网。电力交易中心遵循的基本原则是优先使用水电 ,但是水电上网电价由其等值火电的上网电价决定。首先在峰修整去除水电后的剩余负荷曲线上 ,按火电竞价上网的实用当量电价法确定火电机组的最优加载顺序和上网电价 ,然后将水电机组插入剩余负荷曲线 ,确定水电机组的加载位置 ,并以相邻火电机组的上网电价的加权平均作为其上网电价。最后讨论了水电的年收支平衡问题 。
A new competition mode and pricing method is developed in this paper for power pool purchase prices of hydro-units. The hydro-units take part in the competition of power market only by bidding daily capacity and energy, while the power pool obeys the basic principles that the hydro-energy should be used preferentially, but the pool purchase price (PPP) of hydro-units should be determined by the PPPs of equivalent thermal-units. At first, the optimal loading order of thermal-units and their PPPs are determined by the electricity value equivalent (EVE) pricing method on the residual load curve constructed by the peak-shaving method. Then the loading positions of hydro-units are determined by inserting them into the residual load curve, so the PPPs of hydro-units are determined by the weight average of the PPPs of the adjacent thermal-units. At last, the reconciliation problems of hydro-units are discussed. Furthermore, a case study based on the data of 1990 from a province in china is given.
