摘要
西部大开发，人才是关键．教育是基础。虽然重庆的教育科技在西部有一定的优势，但因流失、断层、短缺现象严重，更无法与发达的东部地区人才状况相比。因此，必须采取切实有效的政策和措施，留住、吸引和培养人才．才能真正使重庆在西部大开发中腾飞。
Talented personnel are crucial for the great development of Western Regions. while education serves as its founda- tion. While enjoying superiority, to a certain degree, in education, science and technology with in Western Regions of China. Chongqing can by no means be compared with any part of the developed Eastern Regions so far as talented personnel are concerned. Therefore relevant policies must be issued and practica1 and effective measures taken to retain. attract and bring up talented person- nel to lend wings to Chongqing in the great development of Western Regions.
