The advent of the Internet has produced a great influence on our modern society. It is now changing behaviors of people , patterns of their thinking and even our social structure. However we must not fail to realize that the function of the Internet is not one fold. It is a two edged sword which gives negative reactions at the same time with the positive ones. Such phenomena as spreading of pornography, fraud information, misleading of net culture and the emergence of hackers are all its negative products. If we want to have a fundamental change about those phenomena, we must build up morals to govern people's behaviors on the Net. $$$$1. Quicken the pace to build up our networking system for teenagers. On 7, December, 2000 Net Civilization Project launched and sponsored together by eight organizations such as Culture Ministry of China etc, started up, aiming to promote net civilization and culture. Recently, Green Action of Net Civilization Project officially started up. 2. Make a point of Net behavior education for teenagers. At present, education of Net morals has become an educational program in institutions of high education in the western countries. Yet only technology and theory are taught in the curriculum of computer courses in our country. No problems of net morals are discussed at all. Including education of net morals into the contents of our social system of education is the new requirement put forward with the development of our society. 3. Further perfect the policies and regulations, which are in favor of a healthy spread of information in order to control and back it up on the Net according to laws related.$$$$The Internet will occupy an important place in the lives of teenagers. Whether it will do harm or do good to humans depends on how they are going to make use of the tool. Constructing Net morals can lead our young people in the right way to use it, making them 'a generation on line' with morals to guide them, and to devote themselves to the human civilization.
