摘要
在西部大开发中 ,陕西省有科技教育、旅游、能源等资源优势及交通与区位优势和发展教育产业、高新技术产业、旅游业及国防装备工业的有利条件 ,同时也面临着更为激烈的市场竞争压力、市场环境欠佳的影响、生态环境脆弱的限制和政策制度方面的制约等困难。鉴于此 ,必须抓住西部大开发的有利时机 ,扬长避短 ,准确定位 ,以高的起点和新的思路来构思新的战略对策 ,并通过重点优势产业的发展和关中、陕南。
Shaanxi is a west China province located between the west and the middle parts of China. Its administration district can be apparently divided into three different regions. Under the background of the great developing of west China, Shaanxi both has advantages and disadvantages in its development. The advantages are that it is abundant in education and R&D force, rich in tour and energy resource, convenient in location, and it has favorable conditions in developing the industry of education, hi tech, tourism and manufacture of defense equipment. The disadvantages are that its developing will face unfavorable market circumstance, poor ecological environment, system and policy restrain. Therefore, it is suggested that the strategic decision of Shaanxi development must abide by the follow principles. That is grasping the opportunities, exploiting to the fully its favorable conditions and avoid unfavorable ones, defining its position and role in the great development properly, adopting new idea and adaptable model, and seeking for high starting point. On the bases of that, the strategic methods of its development under the background of the great developing of west China are to enhance leading industries, coordinate the development of three geographic regions, promote urbanization progress and improve the management system and policies.
